352 bytes are still reachable because you have failed to close the dict_file. Notice that your function does a return true;
and then calls fclose(dict_file);
That close statement will never be executed as the function has already returned (i.e., no longer running).
If you close the file before returning, your 352 bytes should no longer be reachable.
