Does fifteen.c had to be implemented in graphics, by including graphics.h and creating the tiles as graphical objects?

You don't need to design and implement a graphical user interface (GUI). It's a command-line application that uses only text.

No, you do not need to use a GUI. All you need is the the terminal.

make use of printf("\n"); and some for loops to print the numbers in the way that you want.
