Hey how to write a Makefile that is generic that works for any file and
take command line arguments to add extra flag information. Also how to
access Makefile from anywhere?

I'll answer this in the context of CS50.

The instructions to pset3 introduce Makefiles. They give a good, basic overview of how to write, read, and understand a simple Makefile. For the remaining C psets, you will continue to see them appear with the distribution code.

For a more general overview of Makefiles, Stack Overflow would be the place to look.
