My program runs fine, but I have a question (it might be a silly one but I'm completely new at programming and just want to be sure I'm learning well!)

string name = get_string("Vote: ");

this is where the function vote gets called; vote takes the string name as an argument, so once I get name from the user the program runs vote (which in turns stores the vote or not depending on whether it's valid...)

Am I right?

No that's get_string() that function is what you use to prompt the user for their vote, and whatever the user inputs it will be stored in the variable called name. The vote function when called would look like vote(arguments);.
