how does candidate here is typed instead of the datatype ?

candidate is the datatype. It is a custom datatyoe (also called a "user-defined" datatype). The name of the variable is candidates plural. You will find the datatype defined either in the code above this declaration code in the screenshot or at the top of one of the linked files; I can't remember at the moment.
