When I run my implementation of resize.c in check50, there are two "TODO's" in red at the bottom of some sections. Does anyone know what this means? (My programs output is identical to the staff's implementation, verified with diff)

Your files are failing to match in those cases. Given that they are fine when n is 4 or n is 2, that points to a padding problem. (because in those tests, the scanlines are already factors of 4, so there is no padding.)

Test again using small.bmp resized by 3.
