Last year, I found out too late about the CS50x course (only two weeks left in the year) but wanted to get a head start on the 2015 course. I successfully submitted pset0 with the same work from last year, but when I try to submit pset1 (same work as last year, hello, mario, and greedy) it gives me a window that sayas "There are currently no submittable assignments!". Is the submit for 2015 not ready yet?

CS50x3 2015 has been officially launched now. You are now allowed to submit.

Consider this time. You should have seen the count down at the course info page, unless it hits zero, the new course won't start.
