I've started taking the course, but I can't edit the code in Scartch editor, it crashes and tells me it will notify MIT. Can I skip this pset and go to the next one ?

If you feel you understand the basics of scratch and are therefore ready to explore C programming, you can. But if doing this course with the expectation of receiving the certificate, the scratch problem set is MANDATORY!
You can skip it for now, while you sort out your scratch problems. I don't believe there is a required order, see this discussion for more: Do I have to do problem set 0?
You can. But make sure to submit the pset of week0 later, most probably at the time of final project.
